Youssef Abu Raya was born in January 1955 in the Hahya Center in the Sharkia Governorate. He obtained his university degree in media from Cairo University and worked at the Research Center as a general manager. He was the Secretary General of the Egyptian PEN Association for the last 13 years of his life. He also participated in the demonstrations of the Kefaya movement, the opposition to the re-election of Egyptian President Mohamed Hosni Mubarak.
